Operation Iraqi Children In 2004, actor Gary Sinise teamed up with author Laura Hillenbrand and created Operation Iraqi Children (OIC) to give Americans a practical way to reach out and support our soldiers' efforts to assist the Iraqi people. Within one year of starting OIC, over 200,000 school kits have been sent to Iraq, donated, assembled and shipped by growing numbers of volunteers as word of their effort spreads. OIC’s website has kit-making directions. OIC is one of many great programs administered by People to People International (PTPI), private citizens who promote international understanding through direct people-to-people contacts.
